The simple answer to this question is that if you are not an Australian or New Zealand Citizen, everyone requires a visa of some sort to visit Australia.
Whether you are visiting Australia on a 2 week vacation, visiting family members for an extended period of time or planning to work temporarily, you will need a visa of some kind.
There are varying visa requirements depending on your country of origin and the purpose of your visit to Australia which are summarised below.

You will not need a tourist visa to visit Australia if you are a New Zealand citizen where you can have a Special Category Visa (subclass 444) (SCV) granted on arrival in Australia, subject to meeting certain health and character requirements. This visa is part of the Trans-Tasman Travel Arrangement.
Every other nationality will require a tourist visa granted before arriving in Australia.
This depends on where you are from, and how long you wish to visit Australia for. Australia has agreements with a number of countries to issue an electronic tourist visa quickly and efficiently. These tourist visas are the 651 eVisitor visa and the 601 Electronic Travel Authority visa.
These visas have similar conditions however the list of eligible countries is different. See the Department of Home Affairs website for more information.
Otherwise, if you are a tourist visiting Australia, you may be eligible for the 600 Visitor visa. This visa subclass is intended for longer stays up to 12 months. More information is available at the Department of Home Affairs website.
The documents required for a visa application vary between visas and can change from time to time. You should regularly consult the Department of Home Affairs website to keep up to date with visa requirements.
Most visas can be applied for online, using electronic documents. Examples of the documents which may be required to include with your visa application are: your current passport, birth certificate, marriage certificate (if applicable) and other certified material.
Most Australian tourist visas can be applied for online, such as the 601 and 651 visas via an ImmiAccount or via a travel agent in your home country.
Each visa issued may have different conditions depending on your circumstances, such as whether you are visiting for a holiday, on business or on an organised tour.
You can apply online for a 600 Visitor visa if you are from an eligible country. Otherwise, you may need to submit a paper application at the nearest Australian Immigration Office.
Depending on your situation, you may wish to study or work in Australia, which will require you to have a specific visa type.
